Major Logistics Development in NE Philadelphia

Project Overview: In March 2018, CDC announced the purchase of a 138-acre underutilized and environmentally-impacted industrial site in northeast Philadelphia. Past site uses included WW2 airplane manufacturing, local airport, and golf course.

CDC purchased the site from TEVA Pharmaceutical Industries Ltd., who had once selected this site as an expansion location. After environmental preparations, monitoring, and site grading, CDC repositioned the site for reuse.

Today CDC is building a 1.1 million sq/ft distribution center for a major logistics firm, to break ground 2021.

Lake Charles CertainTeed Plant

Project Overview: In December 2019, CDC announced the acquisition of a retired PVC resin manufacturing plant located in Lake Charles, Louisiana. The 19-acre site and onsite assets were purchased by CDC affiliate Lake Charles LLC.

After 40 years of operations as a polymer plant, the site officially closed in January 2019. CDC and affiliates are now actively preparing the retired industrial site for redevelopment. Initial activity includes permitting, removal of universal waste, and demolition of most of the buildings and infrastructure on site. CDC expects the site to be fully demolished by April 2020.

The transaction included the acquisition of real estate assets and a corporate indemnification for legacy environmental liabilities associated with the site. Environmental Liability Transfer, Inc. facilitated the transfer of liabilities. CDC will now oversee demolition of the site, with an eye to redevelop shortly thereafter.

Throughout the demolition process, CDC will look to quickly reposition the site to take advantage of the area’s strong industrial real estate market and booming oil and gas market.

CDC is currently evaluating the market and meeting with local economic development leaders to find end users who could benefit from the site’s attractive features, which include on-site rail, immediate access to major highways, and access to the strong southwest Louisiana industrial market, which represents the fastest growing metropolitan area in Louisiana for 5 years running.

Sustainable Redevelopment Project: Janesville Assembly Plant

Project Overview: In December 2017, a CDC affiliate purchased the historic “Janesville Assembly Plant” from General Motors. With 4.8 million sq/ft of buildings under roof, the “Janesville Assembly Plant” was once the largest General Motors automotive plant in the world.

CDC plans to invest significant resources to reposition the 250-acre industrial property for new utilization. Preliminary activity is expected to include asbestos abatement, demolition of some or all facilities, environmental remediation, and extensive redevelopment planning.

The Janesville Assembly Plant opened its doors on May 1, 1919. It was the oldest operating GM plant when it was largely idled in December 2008. The plant ceased all remaining production on April 23, 2009. The plant employed around 7,000 employees at its peak in 1970, and employed 1,200 when it ceased production in 2008.

Located on 250+/- contiguous acres, CDC believes the GM Janesville site represents a strategic opportunity for new manufacturing, warehousing, and logistics-related development activity. Throughout the reclamation process, CDC will be engaged in a global marketing campaign to find appropriate end users for this location.

CDC believes this site is a prime candidate for redevelopment given its strategic location along the I-95 corridor.

The property is located north of the 440 with direct access to Staten Island and the New Jersey Turnpike, and bordered to the east by the Arthur Kill, a major navigational channel for the Port of New York and Newark, NJ.

Environmental Liability Transfer: CDC affiliate company Environmental Liability Transfer, Inc. (ELT) played a critical role in the Chapter 11 bankruptcy reorganization of ASARCO by assuming legacy environmental liabilities, which was the catalyst that enabled remediation and redevelopment of this site. Following acquisition, CDC commissioned affiliate company EnviroAnalytics Group (EAG) with the task of environmental remediation at the site. EAG has signed a consent decree with the New Jersey Department of Environmental Protection (NJDEP) confirming its agreement to protect the health and safety concerns required for industrial development.
